If it does it all the time whether in central heating or hot water it is possible that the main heat exchanger is partially blocked. If it does it only on hot water it could be the plate heat exchanger is partially blocked. It really could be any number of issues but perhaps these are the most common. Ut would be best to get it professionally looked at.

Whistling or Kettering in a boiler is quite often due to a build up of debris restricting flow through the boiler. The water does not circulate properly and therefore makes a noise like a kettle. Cleaning the main heat exchanger, pump and associates flow and return water ways may help to reduce the noise and increase efficiency.

A kettling noise from the boiler is down to localised boiling within the heat exchanger. Heat is not dissipating from the heat exchanger and the flow rate is inadequate. A slow or failed pump could cause this, a restriction or blockage in the primary circuit, or a blocked heat exchanger could all contribute to this fault. If your boiler is making a whistling or kettle noise this could be due to sludge within the heat exchanger, the lack of circulation within the heat exchanger will cause the boiler to overheat and boil the system water air lock is another cause of this where steam will occur within the heat exchanger. BoilerOne recommend you consult a gas safe registered engineer to diagnose the problem.
