Using a decent membrane in the first place does help. Keeping the silver sand in the joints topped up and regular cleaning will also keep the weeds at bay. A weak solution of jeys fluid in a luke warm water keeps the weeds away for longer periods. Like everything regular maintenance does the trick!

assuming you mean block paving or slabbing, to stop weeds growing between paving you can now buy special types of sand that are meant to inhibit, or as they claim completely block weeds from growing through paving, not sure how effective they are, but try searching online for "dansand" or u-can weed sand.
