I would definitely say yes all laminate flooring installation should have underlay, whether it be on concrete floor or wooden floors. Due to the unevenness of the subfloor there are different types and thicknesses to choose from. This will add some soundproofing and thermal benefits to floor should it be needed.

Laminate flooring requires underlay to take out any small imperfections in the subfloor its laid on. Any small lumps and bumps can cause a bounce in a particular area of your floor, which over time may cause joints to split open. Replacing damaged boards in a laminate floor can be problematic as it will require removing skirting boards or beading around the edges. For a sub floor that is really bad a self leveing or smoothing compound will be needed to take out imperfections that underlay wont take out. Self leveling or smoothing compound is applied directly to the sub floor and depending on the thickness can take 4 to 24 hours plus to go off and be ready to have the new flooring installed

The simple answer is yes. Floors are rarely perfectly flat and even and without an underlay you will hear a lot of noise .The simplest and cheapest underlay will stop noise, this is what I have used in my own home as I have underfloor heating and don’t want a thermal barrier.The more expensive underlays will add an element of thermal protection a well .
