A landlord is responsible for ensuring the safety of their property. In England theee is new legislation coming this year (2020) for landlords to have an electtical safety certificate / inspection. Their responsibilities extend to fixed or supplied equipment such as built in or free-standing ovens, fridges, washing machines. I would also include extractor fans in testing. Having a PAT assessment done as part of a periodic inspection is a good idea.

This depends where in the country you are. Landlords in Scotland have to have appliance testing carried out along with other electrical testing of their property. It is also a requirement in a commercial setting. Anything outside of this would come down to the requirements of your insurance provider
