I would never recommend this option but technically of course it can be done. If you put new render over a previously rendered and dashed wall the new render will only ever be as good as the old rendering beneath. For rendering of any kind to last it has to have a good “key” (adhesion) to the surface it’s being applied to, which is why I would always advise removing the old rendering/dashing first and getting back to the original substrate i.e. the brick or block the wall was constructed out of.
